Role Summary

To lead and independently manage complex property and tower-related contracts involving State-Backed Companies (SBC), industry partners, and government entities, ensuring effective dispute resolution, strong contract governance, and commercially sound outcomes that protect network continuity and corporate interests. The role operates with a high degree of autonomy, acting as the subject-matter expert for high-impact contractual matters and providing strategic advice to senior management.

Responsibilities

  • Dispute Resolution & Risk Management: Lead and manage contractual disputes end-to-end by proactively engaging internal and external stakeholders and driving timely resolution in line with contractual dispute mechanisms. Target zero unresolved partner escalations to senior management through early intervention and structured resolution strategies. Critically assess legal and commercial positions of all parties and advise senior management on high-impact dispute strategies, exposure, and business risks. Work closely with legal counsel to develop settlement agreements and dispute-related documentation aligned with business and network objectives.
  • Contract Governance & Performance: Conduct in-depth contract reviews to identify potential ambiguities, gaps, or risks before disputes arise. Establish and maintain a structured contract and dispute records framework to support governance, traceability, and audit requirements. Drive contract performance management to ensure compliance with SLA obligations and commercial deliverables. Support the development and execution of operational and commercial claims arising from contractual provisions.
  • Commercial & Leasing Strategy: Lead tower and site leasing contract strategy, review, and high-level negotiations, including Master Agreements, Access Agreements, and leaseback arrangements for Own Built (OB) sites. Manage engagements with SBC, industry, and government partners, including state-specific arrangements (e.g. PDRM, JAIS, Sarawak authorities). Ensure optimal commercial terms and alignment with network deployment and cost efficiency objectives. Collaborate with Finance to incorporate competitive price benchmarking and commercial analytics into contract structures.
  • Policy, Process & Operational Excellence: Develop, implement, and refine policies, guidelines, and procedures to minimise future contractual disputes and support business continuity. Establish governance standards for tower and site leasing contracts with SBC/NFP partners, ensuring business-critical network provisions are embedded. Drive Operational Excellence initiatives related to contract management and partner engagement, aligned with corporate strategy.

Requirements

  • Bachelor’s Degree in Business, Finance, Engineering, Telecommunications, or related discipline.
  • Minimum 10 years’ experience in network infrastructure rollout, property, or tower management within telecommunications or large infrastructure environments.
  • Proven track record in contract management, dispute resolution, and high-value commercial negotiations.
