Description: 

Key Responsibilities: 

  1. Sourcing Execution
    • Analyse and validate IT Sourcing requirement from Business Users, Technology teams across domains such as software, cloud services, IT infrastructure, digital platforms and technology services.
    • Execute sourcing initiatives aligned with IT category strategies, including supporting cost optimisation, technology standardisation, and vendor rationalisation.
    • Manage end-to-end sourcing activities including preparation, execution, and evaluation of RFI/RFP/RFQ processes for IT-related procurements in accordance with CelcomDigi’s procurement policies and governance framework.
    • Perform detailed commercial, technical, and total cost of ownership (TCO) analysis to support sourcing award decisions.
    • Lead negotiations with IT vendors on pricing models, licensing structures, service levels (SLAs), support terms, and contract terms to ensure optimal commercial and operational value.
    • Identify, evaluate, and onboard technology suppliers based on technical capability, security standards, compliance requirements, scalability, cost competitiveness, and sustainability considerations.
    • Drive cost savings and value optimisation initiatives across IT spend categories including software licensing optimisation, cloud consumption management, and IT services contracting strategies

 

  1. Cross Functional Collaboration
    • Close collaboration with Technology, Digital, Data, and Cybersecurity teams to ensure sourcing strategies align with enterprise technology architecture and business transformation initiatives.
    • Work with Finance Business Partner on supporting the investment cases in the area of IT.
    • Collaborate with the Category Management team to support IT category strategies, demand planning, and long-term sourcing roadmaps.
    • Work with Procurement Operations to enhance sourcing efficiency through process improvements, digital procurement tools, and contract cataloguing initiatives.
    • Collaborate with Contract Management and Legal teams to draft, review, and negotiate IT contracts, including software licensing agreements, SaaS subscriptions, managed services agreements, and technology
    • implementation contracts.
    • Liaise with the Tender Committee Secretariat to coordinate IT-related tender processes, including documentation preparation, meeting coordination, and approval governance.

 

  1. Stakeholder Management
    • Build strong working relationships with IT, Cybersecurity, Digital, Finance, and Business stakeholders to understand technology requirements and procurement priorities.
    • Manage stakeholder expectations while ensuring adherence to procurement governance, risk management, and compliance requirements.

 

  1. Supplier Relationship Management and Negotiation
    • Develop and maintain strong partnerships with strategic IT vendors, system integrators, software providers, and technology service partners.
    • Support the business function in monitoring vendor performance, contract compliance, and service delivery against agreed KPIs and SLAs.
    • Identify opportunities for innovation, cost optimisation, and strategic collaboration with key technology partners.
    • Participate in vendor performance reviews and continuous improvement initiatives to ensure sustained service quality and value delivery.

 

Key competencies & Skills

    • Min 5 – 7 years of sourcing experiences related to Technology (IT) category.
    • Strong understanding of IT sourcing and procurement practices across categories such as software, cloud services, IT infrastructure, network technologies, system integration, and managed services.
    • Knowledge of software licensing models (e.g., subscription, SaaS, enterprise licensing agreements) and vendor pricing structures.
    • Experience in cloud procurement models including consumption-based pricing, reserved capacity, and cloud cost optimisation strategies.
    • Strong negotiation capabilities to secure favourable commercial terms, pricing structures, service level agreements (SLAs), and performance-based contracts.   
    • Ability to drive cost optimisation, vendor consolidation, and value creation within the IT category.
    • Understanding of telco technology environment including infrastructure, network systems, and digital transformation initiatives is an advantage.
    • Awareness of technology vendor ecosystem (global software vendors, system integrators, cloud providers, and IT services companies).
    • Experience in reviewing and negotiating technology contracts, including software agreements, SaaS subscriptions, master service agreements (MSA), and implementation contracts.
    • Understanding of IT contract risk areas such as data security, service availability, intellectual property rights, liability clauses, and exit management.
    • Ability to collaborate effectively with Legal, Cybersecurity, and Risk teams to ensure compliance and governance.
    • Strong analytical skills to perform bid analysis, benchmarking, cost modelling, and commercial evaluations.
    • Ability to interpret complex commercial proposals, pricing models, and technology solutions.
    • Proficiency in procurement tools, data analysis, and reporting to support sourcing decisions.
    • Ability to work independently, manage multiple priorities in a fast-paced environment, including experience in a matrix organization and managing ambiguity.
