Property Operations & Services Specialist (Contract)
Job Description
Experienced in end-to-end property management, overseeing real estate portfolios including tenancy management, renewals, negotiations, terminations, and property-related dispute resolution. Skilled in coordinating with landlords, tenants, agents, legal representatives, and internal stakeholders to ensure smooth execution of leasing and statutory requirements. Proficient in managing property compliance matters such as business licensing, signage, music permits, quit rent, and assessment fees, with strong focus on accuracy in documentation, reporting, and financial tracking. Strong background in reporting, budgeting, and process improvement, ensuring adherence to SOPs, cost control, and efficient management of nationwide property assets and related projects.
Responsibilities
Property Management
- Plan & execute Real Estate portfolios of new tenancy, renewal, negotiations, termination, addendum, disputes resolution with correspondence with internal and external stakeholders for executions.
- Plan and market the sale of targeted properties for sale as part of new revenue stream including all documentations until ownership transfer is completed.
- Liaison with landlord, tenants, agents, legal representatives on a scheduled basis and frequent engagement to coordinate the statutory matters.
Property Statutory Compliance
- Manage, monitor and process (new / renewal) business, signage, Music and other relevant licenses requirements for all premises.
- Manage, monitor and process payments for Quit Rent and Assessment Fees for all owned properties.
- Create, Maintain and track all payment and its records including database via liaising with Finance to ensure full compliance to all authorities and landlords
- Liaison with Authorities, tenants, agents, lawyers, landlords on a scheduled basis and frequent engagement to coordinate the statutory matters.
Cafeteria Operations and Event Management
- Oversee all areas of cafeteria operations incl. sourcing of vendors, revenue collection, inspections, satisfaction index and ensure that operators comply house rules and company policy.
- Manage disputes and compliance towards the relevant legal regulations and guidelines for food operators and retail marts.
- Market and Manage event space at the CD Tower and CD Hub for external events as revenue generation initiative from event rentals.
Reporting
- Produce comprehensive reports submission as required with updates and progress inclusive the ad-hoc or special project as & when required – Weekly & Monthly.
- Scheduled management reporting, Maintain database and clean up on businesses, signages, MRM and other relevant licenses requirements for all premises.
- Maintain and track all payment records and database via liaising with Finance to ensure full compliance to all authorities and landlords.
Projects and Budget
- Plan, Track and monitor budgetary requirements for statutory compliance and tenancy of all CelcomDigi premises nationwide in order to ensure expenditure within limit and accordance to prevailing policy and SOP.
- Participate in any other property services related and coordination with internal sections end to end follow through and other ad-hoc services / projects within Department as and when required
Requirements
- This is a 1-year third-party outsourced contract role, subject to renewal.
- Bachelor’s degree in Property Management, Real Estate, Business Administration, or related field.
- Minimum 3–7 years of experience in property and facilities management.
- Strong knowledge of tenancy management, lease administration, and property-related documentation.
- Experience in handling statutory compliance (business licensing, signage permits, quit rent, assessment fees, etc.).
- Good understanding of contract management, negotiation, and dispute resolution.
- Experience working with landlords, tenants, agents, legal advisors, and government authorities.
- Strong financial awareness with ability to track budgets, payments, and reconcile records with Finance teams.
- Experience in vendor management, cafeteria operations, or event space management is an advantage.
- Strong reporting and data management skills.
- Excellent communication, coordination, and stakeholder management skills.
- Detail-oriented, highly organized, and able to manage multiple properties and deadlines simultaneously.
- Proficient in Microsoft Office (Excel, Word, PowerPoint).
- Ability to work independently and handle ad-hoc projects in a fast-paced environment.
