Job Description

In this role at CelcomDigi, you will be responsible for managing end to end sourcing process to support the procurement of goods and services at the best value. This role involves identifying potential suppliers, evaluating proposals, negotiating contracts and ensuring the procurement process aligns with company standards. As Procurement Sourcing Specialist - Indirect, you are to work closely with internal stakeholders to understand requirements and ensure supplier performance meets expectations in terms of cost, quality and delivery.

Responsibilities

  1. Sourcing Execution
    • Develop and maintain strong understanding of assigned Indirect Procurement categories, including category dynamics, supplier landscape, pricing structures and market trends.
    • Support sourcing initiatives across areas such as Marketing & Media, Professional Services, HR Services, Facilities Management, Security, Corporate Services, Events, POSM and any other assigned indirect spend categories.
    • Analyze and validate sourcing requirements with Business Users, challenging requirements where appropriate to identify opportunities for cost optimisation, demand management and value creation.
    • Manage end-to-end sourcing activities including preparation, execution, and evaluation of RFI/RFP/RFQ processes for Indirect categories related procurements in accordance with CelcomDigi’s procurement policies and governance framework.
    • Perform detailed commercial, technical, and total cost of ownership (TCO) analysis to support sourcing award decisions.
    • Lead commercial negotiations covering pricing, payment terms, contractual terms, service levels, rebates, price mechanism and other related commercial conditions.
    • Identify opportunities to improve commercial models, bundling, supplier consolidation and contract utilization.
    • Identify and implement cost-savings opportunities while balancing quality, service, risk, business continuity and supplier capability.

 

  1. Cross Functional Collaboration
    • Close collaboration with related Business Stakeholders and Subject Matter Experts to ensure sourcing strategies, requirements, technical specifications and evaluation criteria are clearly defined.
    • Work with Finance Business Partner on supporting the investment cases in the area of Indirect spend.
    • Work with Procurement Operations to enhance sourcing efficiency through process improvements, digital procurement tools, and contract cataloguing initiatives.
    • Collaborate with Contract Management and Legal teams to draft, review, and negotiation of commercial and contractual terms.
    • Collaborate with the respective function unit within or outside Procurement to support Indirect Procurement category strategies, demand planning, and long-term sourcing roadmaps.
    • Liaise with the IVAC Committee Secretariat to coordinate tender processes, including documentation preparation, meeting coordination, and approval governance.

 

  1. Stakeholder Management
    • Establish strong relationship with Business stakeholders as a trusted Sourcing Business Partner.
    • Manage stakeholder expectations while ensuring adherence to procurement governance, risk management, and compliance requirements.

 

  1. Supplier Relationship Management and Negotiation
    • Build and maintain effective relationship with strategic and key suppliers while ensuring appropriate commercial governance.
    • Support the business function in monitoring vendor performance, contract compliance, and service delivery against agreed KPIs and SLAs.
    • Identify opportunities for innovation, cost optimisation, and strategic collaboration with key technology partners.
    • Participate in supplier performance reviews and continuous improvement initiatives to ensure sustained service quality and value delivery

Requirements

    • Min 5 – 7 years of relevant strategic sourcing experience, preferably with significant exposure to Indirect Procurement categories.
    • Strong understanding of Indirect Procurement categories, supplier markets and commercial models.
    • Ability to work independently, manage multiple priorities in a fast-paced environment, including experience in a matrix organization and managing ambiguity, with ability to manage sourcing timelines and deliverable effectively.
    • Ability to drive cost optimisation, vendor consolidation, and value creation within the Indirect Procurement category.
    • Experience in Telecommunication, FMCG or other large-scale corporate environment is an advantage.
    • Experience in developing, understanding and negotiating different commercial models commonly used in Indirect Procurement, including Schedule of Rates, Retainer Based, FTE-Based, framework agreements and other applicable commercial models.  
    • Strong analytical and problem-solving capabilities, including ability to interpret pricing, cost and commercial data to be translated into actionable recommendation.
    • Proficiency in procurement tools, data analysis, and reporting to support sourcing decisions.
